There is no written rule on this, but I'd like it to be thought of as an unwritten one.
I know for a fact that persistant whispering to female members who choose to switch on their webcams has in the past put them off from doing so, and has even put them off from entering the chatroom any further.
This of course makes the chatroom less fun for all, as we all like to see ladies showing their faces or other parts of their anatomy on cam.
In the past we could not do anything about this due to lack of moderator controls in the chatroom software. We do now have those controls but we cannot see who is whispering to who.
Therefore, whispers should only be used if you already know the person you are whispering to doesn't mind. If you don't know if they mind, ask them first.
If you don't mind people whispering to you uninvited then no problem. If you do, there obviously is a problem. If you've already told the person to stop and they won't, either contact a moderator and let them know, or cut and paste the whispered line back into the room. If there's a moderator present the offender will be kicked out.
Just because whispers are there to be used, doesn't mean they can be used to get the attention of someone or make rude remarks to them. You wouldn't walk into a pub and go straight up to a girl at the bar who was happily chatting to her friends, and whisper into her ear "Fancy a shag", or "Nice tits" or whatever. It would be considered odd behaviour at best, and downright rude at worst. The same should apply in the chatroom.
